This PR sits on top of #478.
It comments out the "list item suffix" and "sibling bullet" sections from the versioning guidelines for now, since they seem to be the most contentious at this point and this will enable us to hopefully move forward with the rest.
We will still need to get agreement on the "everything but serverless" terminology, but I think this is okay as a first draft to let the writers start putting to the test.
